Hungary’s Supreme Court Overwrites Election Cttee Decision On Party Financing
The Kúria, Hungary’s supreme court, on Thursday ruled that political parties are entitled to state financing in proportion with the number of votes cast for listed election candidates rather than the number of mandates won, as recently defined by the National Election Committee (NVB).

The opposition Unity alliance had appealed to the Kúria against NVB’s Tuesday decision, which tied the sums to be paid to political parties to their results at the general election on April 6.

Under that decision, three quarters of a total 2.5 billion forints (EUR 8.2m) were to be distributed between the parties in proportion with the number of their seats in parliament, while the rest should have been divided equally between parties winning mandates from national lists.

In its appeal, Unity insisted that NVB had disregarded a 2002 decision passed by its predecessor OVB, as well as relevant judicial practice without any legal references.

In its ruling, the Kúria referred to the national act on political parties, and said that state funding was aimed at “supporting political party activities contributing to the formation and expression of the will of the voters”.
