Hungary’s Govt Crafting Bill On Real Life Imprisonment In Autumn
The government is expected to submit in September a bill to parliament on final regulations for life imprisonment without parole, Róbert Répássy, the justice ministry’s parliamentary state secretary, said.

These will include issues such as pardoning, he said, adding a new law on procedures for pardons was needed, since the criminal code dealt with this “very narrowly.” 
 
The European Court of Human Rights in Strasbourg ruled against Hungary last month in a the case of a real life sentence, arguing that excluding the possibility of parole was degrading and therefore violated the European Convention on Human Rights. 
 
Répássy told a press conference that Hungary disagrees. The issue remains, however, of how to ensure an opportunity to revisit a case in terms of whether or not life imprisonment is justified, he said. 
 
“This is not insolvable,” he said, adding that a relevant proposal would be submitted by the government in the autumn.
