Challenges Seen For Budapest "Congestion Fee" Scheme
The new Széll Kálmán plan calls for the introduction of a congestion fee in Budapest from July 2013, but the conditions for such a scheme are lacking, according to an independent analysis.

An expert from consultancy KTI told Napi Gazdaság that the requirements for a successful congestion charge are a developed and functioning public transport system, an appropriate public transport fee structure, “park and ride” parking lots and suburban rail transport links to the city centre.

Moreover, he continued, the whole project requires a comprehensive and systematic approach. Hence the new electronic toll fee, the road usage fee for heavy vehicles and the congestion fee in Budapest all need to be coordinated technically.

Congestion fees serve mainly to reduce transit traffic in cities, not to generate revenue, he added.
