Hungarian Prime Minister Viktor Orban is no stranger to controversy. From his less than subtle views on subjects ranging from immigration to the homeless, he has been on the receiving end of a fair share of finger pointing. But even he was probably not expecting to be welcomed as "the dictator" by European Commission President Jean-Claude Juncker at the Eastern Partnership summit in Riga, Latvia.

Aged 26, Clementine left Edmonton – long rated one of the most deprived, crime ridden areas of London – for Paris aged just 20; there had been trouble with a flat-mate, a broken relationship, and an overwhelming urge to get away. Hungary has been cracking down on its homeless people. Cities now have a law saying they can define areas where they aren't allowed to stay, such as parks, playgrounds, or underpasses. Those who refuse to move on can be sentenced to public service work, fined or put in prison. Civil society groups say the government is criminalising vagrancy and not dealing with the root causes.
